Hallo Liebe Leser,

Heute kommt der zweite Teil der Anmerkungen zum Scheer Report. Also die Dinge diemir zum Scheer Report aufgefallen ist und welche man als Anregung für eine Mail an die Abgeordneten mitnehmen kann.

Vorab liste ich Euch wie schon im vorigen Teil alle Artikel dieser Serie auf:

7. Definition of objectives and scope
The scope and objectives of the risk assessment should be clearly defined in the
mandate, in collaboration between the requesting Commission service and the
Committee.

Der Umfang der Risiko-Bewertung sollte also klar definniert werden. Gerne aber werden diese Bewertungen dann auch vollumfänglich und nicht sinnentstellend übernommen?

8. Transparency of opinions
Transparency should be ensured on all aspects of an opinion, including data and
methods used and calculations and assumptions made, in such a way that the
risk assessment performed and its conclusions are understandable and
reproducible.

Die Informationen und Meinungen sollen nachvollziehbar sein. Ebenso die Methoden und Kalklulationen nachvollziehbar. Frage, was haben die USA mit ihrem eigenen Markt mit dem Markt in der EU zu tun? Wo ist das nachvollziehbar? Wo sind die draus resultierenden Informationen nachvollziehbar und vergleichbar?

9. Use of best data
The risk assessment should be based on the best reasonably obtainable data
and information at the time of the consultation. Limitations related to the data
used, in particular due to time or other practical constraints, must be explained.
Strategies and procedures for identifying and acquiring data and information
shall be documented.

10. Best practice methodological approach
Risk assessment methods and procedures applied shall correspond to best
international practices and accepted standards. In cases where a Committee
considers it appropriate to use novel or non-validated methodological
approaches in the development of an opinion, the Committee shall ensure that
it clearly documents and explains the reasons/benefits for using such a method
as well as its potential limitations.
Specific guidelines on the methodological approach to be used, (e.g. how to
weight evidence, or assess uncertainties), may be elaborated by the Committee
in the form of memoranda or notes of guidance that shall take into
consideration best practices used for risk assessment.

Die Methoden der Risikoeinschätzungen sollen in Übereinstimung mit internationalen Praktiken und aktzeptierten Standards erfolgen. Hallo? Diese Standards werden von einer Organisation definniert welche gleich mehrere Probleme mitbringt.

Sie ist die einzige Organisation deren Standards nahezu weltweit anerkannt werden.
Ihre Meinung über die E-Zigarette ist von Voreingenommenheit gegenüber dem Begriff Harm Reduction geprägt.
Die Finanzierung der einzelnen Projekte ist nicht einwandfrei geklärt.
